Something is wrong with your Resource file. One thing to check is make sure that you don't have the project open in Visual Studio. That was causing some read/write problems in VS2012 for a while.

Can you open the ZIP file that is created in the INSTALL folder and ensure that there is a resource.zip file inside of the install and source ZIP files?

That isn't the line to use, that is for the source, but not for actually using the module. need to define reach assembly that needs copied like the Larry line you referenced
